I had a friend that found a great way to do that when they wouldn't settle down after bath and a story. She just said if they wanted to stay up, they could help mommy do the cleaning. Then she handed them the vacuum cleaner/broom or dust cloth and didn't let them stop or be in the same room as each other until they decided that bedtime was a very good idea. After that, all she had to do was agree they could stay up as she really needed the help cleaning.
(On regular cleaning days, she made it "different" by having music on and all working in the same room to clean and then having a "special" snack and movie when they were done.)
