In The Netherlands it is illegal if it is for copyright infingement. For personal use (format shifting) the law isn't clear. The law even gives the government the right to force DRM suppliers to provide removal facilities for those cases where users can't use the legally obtained contents otherwise. Unfortunately they haven't done this.
