I assume this is one that was published by Baen in Baen's Universe, but haven't read it yet so I'm not sure. I know she had at least one published in Universe. I think this one had something to do with that contest Baen ran a year or so ago looking for stories on a particular theme...don't ask me what, my memory isn't THAT good!
