It's double the resolution. Yes, it's semantics, but resolution has always been defined in linear terms. It's implied in this that the screens being compared have a roughly similar aspect ratio, so that a linear increase in one dimension must be matched by an identical increase in the other. What matters is how well you are able to distinguish fine lines on the screen, and that relates to the linear resolution, so it works out quite well.
