I have got an idea but NY's tea somewhat weakens it and there are more loopholes.
Surely, it might be your personal taste. However, regardless of what Keemun you drink, you do love you black teas from Fortnum and Mason, The East India Company or Taylors of Harrogate. So, your taste is not that
cheap 
Japan is close to China. There are might be different trade routes. The shops were purchase teas don't have to obtain the tea from world renown plantations, like Fortnum and Mason, The East India Company or Taylors of Harrogate do. Although, NBTea, Tea House Emporium (much better than NBTea), Chah, PekoTea don't have to approach them, then maybe international food laws etc., force them to use only certain suppliers. Japan, on the other hand, might afford use small farms and suppliers who might have as good or even better tea, less delivery hassle etc...
