I'm only speculating here, but the browser is an inherent part of Android, and I guess B&N didn't go to the effort of removing it. They probably didn't do any work to optimize it for eInk, and to keep things simple, decided not to make one available to the user. The fact that you can launch it by the search feature is probably an oversight.
