The general rule is that you use "text, like tags" if the column will hold more than one piece of information about a book. It it will hold a single piece, then one of the other text columns might be better. In the quality case, it seems clear that a book can have several problems, so the column should be tags-like.

Unclear. If a book can have zero or one such status, I would use text/fixed set. If a book can have more than one, than tags-like. Up to you.
