Question Is this possible?

Well, my university is on a trimester basis, so academic life is usually over before you know it, and the regular 4-year course is shortened to 3 years, and those taking double-majors can finish in 4-5 years. so you can see how hectic it is for everyone, and time for book-reading is very limited. in fact, summer (our summer vacation is 1-2 months) is probably the only time students can read, but unfortunately and of course, only students who are enrolled during the summer months can use the library to take out books.

i understand the library's position, as they would not have a guarantee that the students who take out books but aren't enrolled in the summer sessions would return the books.

however, i wonder if there was a way to make it possible without fear of losing the books? i mean, for example if the student pays library fees for those months and shows proof that they will be enrolled in the next school term (our enrollment for the next term comes before each term break).

any suggestions? or is this just not possible/feasible for the university library? because if it's possible, i would like to submit a formal suggestion to the library regarding this matter.
