The seller has a 30 day easy return policy, so I'm asking honestly, did I make a mistake? Will the 3g 8GB run the same apps she likes on the 4g just as well to keep a little girl happy?

There's more than enough apps that'll run on a 2g 8Gb touch for kids. As a father of soon-to-be 7 year old twin girls, trust me I know (why do you think I choose 5thWiggle as a forum name?). Most apps for kids don't need the latest and greatest iOS.
