For white balance and pre-processing, you could use Scan Tailor, though I haven't
really felt a need for it. Maybe if you output straight to (Exact Layout) PDF. I usually export to .docx and edit the content and margins, etc., in Word 2010. From there you could export to HTML or, my personal favourite, PDF.
Regarding quotation marks, Ctrl+H brings up the Search and Replace menu. You should give it a shot. For example, in Romanian only one quotation mark seems to always be off, no matter the typeface. So I batch replace
" (Shift + ') with
„ or
” (I always forget which).
