Wouldn't you have to tell them that you will take part of their allowance
for each toy first, so that their toys will be covered? Then give them the option
to pay and you will replace their toy or not pay and the broken toy stays broken.

Maybe the brightest kids would opt not to pay but take better care of their toys.
