The agency model launched in April of '10 about a year after the big geo restriction enforcement push.
Oh, the geo-restrictions did exist before the agency switch. But they where not as bad. The US shops already locked us out, and when the agency switch happens, the uk shops locked us out too. Agency books are gone from the few web-site that don't geo-restrict us.

Only kobo proposes me some of the agency books without having to lie about where I live.
