I don't think it has anything to do with Android. I would bet the problem lies fully in the resistive touch screen. Every other Android device I have used including the two G1's I own have capacitive touch screens. They work very well with scrolling up, down, and flicking sideways for interfaces that use it. They even support multi-touch with the correct Android build installed so you can pinch to zoom on photos, maps, etc... Seeing as how I am pretty certain it is a hardware issue, maybe there is some code that could be tweaked by entourage to make these types of screen gestures less frustrating.
