If the eDGe is indeed registered under another account, you will need to have the previous person make it "transferable" to another account.
Here are the steps to transfer your registered device (make it transferable) to another account:
1. Login to the account that the device is currently registered with on your PC:

2. After logging in you should see your device appear under "My Devices" on the "Account Dashboard"
3. Click "Edit" and choose "Yes" for transferable. Then hit Save.
4. Now you can re-register your device to another account. Please see this article for information on how to register a device.
