The Developer pages for
Supported Media Formats says it is supported, but I think the page is discussing Android 2.1. However, I do find plenty of other devices running Android 1.6 that state AAC+ format is supported. The problem may be the contents of the file falls outside the expected bit rate/sampling rate for AAC+, or the file extension is wrong.
Format:
AAC LC/LTP
HE-AACv1 (AAC+)
HE-AACv2 (enhanced AAC+)
Details:
Mono/Stereo content in any combination of standard bit rates up to 160 kbps and sampling rates from 8 to 48kHz
Filetypes supported:
3GPP (.3gp) and MPEG-4 (.mp4, .m4a). No support for raw AAC (.aac)
Another possibility is that Android supports the format in files, but doesn't support streaming it.
