I buy Kobo books from two cards; one is a local (not US) debit card and I'm charged fees but these are my bank fees (they charge 2% on every non-local, online purchase), and the other is a US credit card and there are no fees attached because my bank does not charge transaction fees on this card. Based on this, I'm assuming that if any fees are charged, it would be the bank charging them, not Kobo.

Something curious I've noticed - sometimes when I order books with my US card I'm charged the list price; when I order with my local card, I'm charged Kobo's price (the '
Our price'). Because I have 2 Kobo accounts (one for each card), when I notice this, I just log out of one account and log into the other so I can get the cheaper price. I've always wondered what's this about ...
