Bless your heart! The price of postage is rising, but the service is declining. I have been using my sister's house as my mailing address. She got an envelope on Saturday from a dear MR member that had been sent to her on May 2, almost a month ago. The post office in her town had forwarded it to my mailbox. (Last seen embedded in an oak tree trunk.) Then my former local post office re-forwarded it back to her. And it took almost a month to send it in a big circle.
I hope they get it right for you very quickly. And maybe you should think about having a second doorbell ringer for upstairs? That seems like the simplest solution to me.
