Most electric/electronic devices use a power transformer. Power transformers suffer from 3 kind of power loss:

1. Due to the hysteresis cycle; which only depends withe the frecuency. (50 or 60 Hz depending on each country)
2. Due to the Joule effect (heat of metal conductors)
3. This one i can never remember the name, but it depends on the Magnetic field (usually denoted as B)

The 1st is passive; either functional or not, you get power loss.
The 2nd is active; you only get loss, if the system is functional
The 3rd can be either passive or active, and depends if the transformer is made from ferromagnetic material or not (diamagnetic and paramagnetic also). Ferromagnetic relate the B to H and M (Magnetic momentum).

And many, but not all, 'wall wart' transformers, like on chargers as you say, will have a bit of load when plugged in doing nothing.
This is what i was referring to.
