What are you using to create your Kindle ebooks? To my knowledge, you have to specifically disable TTS by adding a metadata flag. Without that flag, TTS should be enabled. TTS is available on all of the Kindle ebooks I've created using Amazon's Kindlegen (as well as epubs I've created and then converted to mobi using Calibre).
