My memory is that you called the folder that you entered BD in "Book Designer". But you have a file in there called "Book Designer 4.0" and you need to get to that point before you enter the instructions.
So make it CD \Book Designer\Book Designer 4.0 and hit enter. If the command prompt accepts that and gives that path back to you on the next line, then enter the regsvr32 bit.

If you are referring to a sub folder, I do not have one. Example
c:\bookdesigner\bookdesigner 4.0
<----- does not exist, I just looked in the files....
and the only thing in there that says bookdesigner 4.0 is the bookdesigner40.msi file.
