Tor.com free ebooks

I had read somewhere on this forum a few days ago about the "free ebook every week" promotion at www.tor.com , and I am very thankful for that! I was able to get on the list just in time to get John Scalzi's "Old Man's War". A great read!

But I noticed one curious thing about this promotion. I wanted to get Scalzi's next book in the trilogy "The Ghost Brigades", and they have it at Tor, but it is not available as an eBook?

It looks like most, if not all, their offerings are physical books.

Why would they promote with an eBook, and then not sell the other books as digital books? Makes no sense to me.
