Is this method of scheduling news downloads possible?

I'd like to set up news downloads as follows:

1.) Always download news manually;

2.) Download news on a specific day of the week or month for each news source;

3.) Only download news for a site if the site's specified download date has passed.

The advantages of this system are that: (1) you always have the latest news from each source, if you have your dates set right; (2) you never have repeated stories in any news download; (3) news never downloads automatically, so you can avoid news-related computer slowdowns if you have calibre running.

For example, say you have three news sources: A downloads every Friday, B downloads the first of every month, and C downloads every Sunday. Suppose A was not downloaded this week, (i.e., on Friday) B was not downloaded this month (i.e., on the first of the month), and C was downloaded last Sunday.

If you manually initiated a download on Saturday, the downloader would download A and B, but it wouldn't download C. Then, if you initiated another download on Sunday, C would be downloaded, but A and B would not. Next Sunday, both A and C would be downloaded, but B would be skipped.

Is it possible to set up something like this?
