I think you have to do something in Windows installer programs to get the settings for previous installs remebered - and so far that work has not happened for the Calibre Windows installer.
Works exactly that way for me also on 32 bit WinXP. Each time I update Calibre I have to select my installation path by clicking on the "Advanced" button rather than "Install" from the very first screen requiring you to check the box to accept the Licensing Terms.
