It's not so weird if you think about it. The guy is saying this, with many hands in the development of android the development will bout be fluid and consistent at first, but through the collaboration of many the best features and experience will be rapidly developed. Where in Apple's case they are only one company with complete control. So there startup time is fast, but over the ling haul they will get out paced.

The success of Linux desktop is testament to this. It took a
VERY long time (tens of years) for Linux to finally graduate to the desktop, but it has finally become a very viable contender, and that with a couple or 900 pound gorillas in the room.
