Presumably, an Open Epub book can be read on devices and with program that DO read epub but DON'T support Adobe DRM. There are still a few out there - even Aldiko the Android reading app only recently managed to add Adobe DRM.
Beyond device limitations, not everyone likes having ADE on their computer to manage their library books, and the limited number of ADE licenses and the difficulty with de-registering a device makes the whole thing a nightmare in the long term.
That's my (limited) understanding, anyway.
