this implementation has been used by others including samsung and plastic logic. you have a sort of "post it note" that sticks to the spot annotated. most of the time its just an indicator but touch the spot and the whole note becomes visible.

Also available else where is zooming to scribble and then zooming out. i read that this isnt possible with 2.1.
with onyx for example you can zoom in to a place in the text, write above or below the line and when you zoom out your scribble is still there sized correctly with the text.
