True you can have great specs and a horrible product, but there is a relationship between specs and functionality. The better the specs are on a product the more promise it has to be a feature rich product.

It will depend on the activity. The Linux kernel has step functionality built into it so it can change the processor speed based on demand. That means it will be able to power down the CPU on low use and bump it up when CPU is needed.
