Gaiman could have offered his services anyway. And it isn't saving money. They had a year to spend the money on multiple guest speakers and decided to sit on it. Inviting speakers would have brought more people to the library which would have meant a bigger budget cut next year. This situation was caused either by management incompetence, or involvement with the politician to get the law passed.
