Amazon and B&N both look at the IP address when selling books. With B&N especially, you have to have established your proxy IP address before visiting their site.

Sony just asks for a US address and BooksOnBoard never had any problems selling to me. I don't think that any libraries track where their users come from. Establish your library accounts while you live in the US and you should still be able to use them after you move.
