It seems most of these are self-published titles. Did Amazon just recently make a change allowing free self-published ebooks? Last I heard, though it's been a while, they didn't allow self-published authors to offer their books for free.

They also don't allow them to sell them for less or for free at other sites, and it looks like these may have been ones that got caught doing so. There are more than a few on there that I've gotten free some time ago over on Smashwords.
There are even a couple of MR authors on that list of freebies, so I'd be interested to know if that's what happened.
