Lots of folks are reading the Garnett version which is free, it's your choice if you want to buy a version that's not free.
I don't remember any requirement that the book be free (for instance 1984 isn't free in the US it's still under copyright [$8.59 @ Amazon, $9.99 @ Sony]) just that it be in the public domain in the US or Canada.
Now if you want to argue that a translation be agreed upon ahead of time that might have some merit.
