Wikipedia says that serialized is a format of books that tell installments of a overall story in multiple installments. Robert Jordans' Wheel of Time appears to be an example of what a serialized novel is.

With webscriptions, you can either buy individual books (usually $4-$6) or you can buy an entire 'webscription month' of books for $15/$18.
If you buy a webscription month for a date in the past (e.g. October 2010), then you get instant access to all the (6 to 8) books in that webscription month.
If you buy a webscription month for a date in the future (e.g.
August 2011, as I write this), you don't get access yet to the new books, although the ones that are re-issues are available straight away.
For the new books, about 10 weeks before publication you get access to half a near-final version of the book. About 6 weeks before publication, you get access to three-quarters of the near-final version. And about 2 weeks before publication, you get the entire, proofed, final text version of all the books.
So, for the
August 2011 webscription, your $18 gets you immiate access to two books (
Do Unto Others and
Citizens), and gradual access to the other five (
Ghost Ship, The Wild Side, First Command, Monster Hunter Alpha, and
Tran)
