I think sometimes it's used when the whole THREAD is long and detailed, but you want to post something relevant and don't have time to read through it all. In that case, the tl;dr is kind of excusing yourself if you repeat something that's already been brought up in the thread. You're not criticizing anyone in particular so I don't think there would necessarily be hurt feelings...
