Most probably a problem with DNS server.
When you type
www.example.com, the words must be converted to IP address. That is done by DNS servers. Your internet provider provides you with DNS server that is usually set automatically. You might try to set different DNS server in your operating system and see what happens.
The Domain Name Server system is quite complicated and sometimes provider makes change in IP address and there might be problem until the change propagates to all servers, including one that provides name/IP resolution. When server finds out IP address that belongs to a domain name it usually caches the value, so when somebody else looks for an address it doesn't have to query an upstream server again.
It can also by problem with their internet provider. Some routing table might be misconfigured somewhere.
