Tags can not exist 'naked' (without book titles).
You can create a 'Master Book' and attach all the tags, then 'Copy to Library <your new library>'
You need to adjust the tweak: add_new_book_tags_when_importing_books = True

The book must remain in the library (at least until each and every tag has been used in some other title).
