After you have finished creating your TOC in Sigil you can convert your epub file to mobi in Calibre and then convert the mobi file back to epub. You will them have an inline TOC in your ebub. Calibre sticks it at the end of the book but you can move it where you want it.

This can cause some minor formating issues so you would want to do this early in your conversion process.
