I can't give you an specific advice about the Pandigital, besides their sales numbers are good on some reports, but on my experience and the opinion of other users here, iPad and Kindle DXG are good for PDF files. The main reason: screen size; no need to zoom in and out so frequently, hence the reading experience is much more better and fluid.

Now, when it comes for annotations and manipulation of the PDF file, Sony ereader and iPad+GoodReader app are extremely good.

I mainly read ebooks, not PDF files, but I am pleased with GoodReader app and iPad. The screen size is really good and I can make annotations, highlighting, create or customize TOC, etc, which I cannot with the Kindle DXG.

The Kindle DXG has bigger screen than Sony, but lack of some features that Sony has, for PDF files I mean.

If money is not an issue, you should check the Kindle DXG or iPad. Both are also sold outside of USA, with official support as well.
