In the US, the Library of Congress can allow exceptions to the DMCA. They have very explicitly not done so when there is some existing work around for consumers. In this case, the Library of Congress work around is buy the book again. I know this is crazy, but that is their position.

There is definitely no explicit exception for "already paid for this ebook", so it might not be legal in the US, but in places where format shifting is legal mobidedrm allows you to put your ebooks on a new device (assuming you still have a copy of the file).
