Welcome to Mobileread!
On Windows, connect your Kindle, then go to the File Manager and under Computer (or Start->Computer) click on the entry for your Kindle. At the top click in the box that show Computer -> Kindle, it will change to something like E:\ or S:\ - just add the word "system" (without quotes, e.g. S:\system) and hit Return. You should see the collections.json file on your Kindle now.
In Mobileread, reply to this post, then click on the 'Go Advanced' button at the bottom of the reply box. Then click the paperclip at the top of the window to open the Manage Attachments window. Click Choose File and choose a file, then click Upload then Close Window. The file will be attached to your post now.
I'd also be interested to know if you used any other programs to edit the collections besides just editing them on the Kindle.
