I've read a little about the UK Library system, but I don't like the idea of tying revenue to downloads, simply because the books might not be read.
It seems to me that getting people attached to the site of download, while also offering quality books might be enough to get people to donate to keep the flow of quality ebooks into their ereaders. The site would earn revenue through advertising, cuts of donations, subscriptions and other things that I haven't thought of yet. It could be an ebook consortium where all users are actually the owners of the site.
