No not DOA, not even close. HP is fully committed to the webOS, it's probably the best human interface on the market, what stalled webOS was Palms poor marketing and limited resources. HP doesn't have these limitations.

BTW it's not a surprise Android and Playbook look so much like the webOS. Android snagged up the lead designer for Palm when the company was acquired by HP and RIM pretty much admitted they stole the gesters and cards concept from them. As for looking like the iOS, not sure how? The launcher pad is a pretty common concept I use to have one back in the WinMo days.
