I am speculating here but I think Amazon is going to be underwriting the purchase of ebooks for the libraries. The annouoncement specifically mentions how Amazon is working with Overdrive and little is said about the libraries themselves.
I was thinking the same thing about KK

After reading the announcements, I also got the impression this would be underwritten by Amazon. I hope so. That gives the whiners one less thing to whine about since it's apparently common knowledge that Kindle owners' tax dollars don't help support libraries.
