Unfortunately, there really is no software that that enables you to edit the contents (or TOC) of a mobi directly. Mobi's are binary files. They are built. So to edit one, it must be unpacked, deconstructed, or converted to another format (epub most likely)... at which time, the html source (or text depending on your conversion choice) can be edited and the mobi rebuilt.

You may have some luck using Calibre to build a TOC for you with some of it's advanced settings when doing a mobi to mobi conversion, but otherwise, if you're looking to edit the TOC's wording/spelling/entries/formatting... there's no app for that.
