Android Backup?

There is a thread in the iOS section about backing up files to your computer from an iPad, and I just read this article:

Quote:
At least not without rooting (Android equivalent of jailbreaking) the device and using third-party software. On some Android 2.2 (and later) phones — those that stick closest to stock Android — you can re-download all your previously downloaded apps from the Android Market on a new device, and some app settings are synced over-the-air to your Google account. But you don’t get backups or syncing of stuff like photos, videos, or music.
Is it true you have to root your Android device to backup? How do you transfer stuff to a new phone/tablet from an old one?
