Yes, it is in the ncx file. epub2lrf does need to parse the ncx file in order to generate a proper ToC. What other info is needed to be pulled from the ncx?
Yes, the 505 should be getting epub support, but we don't know if the 500 will also be getting it. So until it's announced for the 500, 500 users will need epub2lrf to read epub.
