Sim-Enviro relys on the Windows-version of the FSK.
Like fsk.dll or fskin.dll.
While on the device there are the Linux binaries. (*.so compiled for ARM instead of X86)
So if there is no windows FskBBeBDictionary.dll, there is no chance to use it with the Sim.
Theoretically it should be possible to call the text-viewers form Reader-Library from within the Sim, as the Reader-Library is based on FSK for Windows, like the PRS-505 FW-Updater programm on which this Sim is based.
Makes this any sense to you?
