You can't connect via a wifi hotspot, like a cafe, or a library? It's what i use since I don't have wifi at home. I just go on a hike, find one of the aforementioned spots and trun my wifi on. So, judging by my own experience, it should connect to wifi.
When I bought mine, I bought it from the general Kindle page without specifying my country. The device shipped across the globe, I got it and it connects to wifi without any problems.
Yes, unfortunately, before you can create collections and manage your stuff, the Kindle needs to be registered.
