They have that teaser graphic to entice you to opt for the ad-filled version. Their approach is "let's put up a $20 for $10 Amazon gift card graphic on our promo materials to generate interest in this 'With Special Offers' version of our Kindle (i.e. not 'Ad Filled')."

The emotional response they are looking to create is "hey, how can I get that deal??" Welp, you must buy the ad supported version of the Kindle and hope this $20 for $10 deal ever pops up. I'm not falling for it.
