Yes, they chose ePub over MOBI, and they did so deliberately.
It happened shortly after Amazon bought out Mobipocket. Bookeen had already released the Cybook, which supported MOBI DRM - and wanted to add ADE support. Mobipocket told them it was one or the other, and as Amazon was already deprecating support for MOBI in favor of Kindle and AZW, they went with ADE ePub and that was that.
Libraries were already dealing with Adobe because of PDF - and with MOBI getting much less support than Kindle, it just made sense to move to ePub.
