Well, if a recipe developer wants to add such info to a recipe, they can simply add it to the description field in the recipe and it will show up in the schedule tab. Unfortunately, many recipes are developed by third parties at the request of someone else.
Still if you (or other users) want to post with this information, I will be happy to add it to the recipes' description.
As for your second suggestion, that is a little complex to implement. And at least for me, not worth the effort at the moment.
I've added the times to the FT and Economist recipes, they will show up in the next calibre release.
